BUILDING GUIDELINES FOR OWNERS AND RESIDENTS

These Guidelines have been compiled to assist all owners and residents in the complex to understand their obligations to others owning or living within the complex and to make The Wills a harmonious living environment.

The Guidelines, as prepared in consultation with the Committee of the Owners Corporation, the Owners Corporation Manager and the Facility Managers will assist you in the event that you have concerns over your neighbour’s behaviour and will also assist you in understanding how the building operates and functions. The Guidelines enhance and work in line with the Owners 

Corporations Act 2006 and Owners Corporation 
Regulations 2007 and the Special Rules lodged under the Plan of Subdivision.

Emergency Services & Procedures

POLICE, FIRE DEPARTMENT OR AMBULANCE Dial 000

Our building is fitted with an advanced fire protection system. If there’s a fire, please proceed as follows:
1. If the fire alarm or automatic evacuation system sounds, please make your way to the nearest fire exit. 
  • Please ensure that you familiarise yourself with the nearest fire exit
  • Do not run
  • Do not use the elevator
2. Assemble  on the footpath  at the corner of  Wills Street and La Trobe Street.  The alternative assembly 
area is on the footpath at the corner of Wills Street and A’Beckett Street.
3. Do not re-enter the building unless you are advised to do so by the Fire Brigade
  • Fire alarms in the neighbouring buildings may echo throughout The  Wills  -  always open the door on hearing a fire alarm to identify the actual source of the alarm. 
  • If  you experience a build up of smoke in  your apartment from cooking, please do not open the doors 
to the hallways to clear the smoke.  Use the apartment windows. 
  • Smoke entering the hallways will trigger the fire alarm  &  result in the Fire Brigade being 
automatically called. 
The cost of  the Brigade  attending  a false alarm is very  high  &  the cost  will be passed on to the 
resident responsible.

Moving In/Out

For the convenience of all tenants, moving in/out hours are limited as follows:
Monday to Friday: 10.00am - 4.00pm
Saturdays and Sundays: 12.00 - 4.00pm
  • When moving in/out you are required to notify the Building Manager 48 hours in advance. 
  • You will be liable for any damage caused to the common property when moving.
  • Lift covers must be in place & are available on request, at no cost.    Lifts will not be available for 
moving activities outside these hours.
  • Vehicles are not to be parked in the driveway access to ‘Wills’ car park, or in such a way as to block 
other vehicles at any time.
  • Protection is to be laid on tiled floor surfaces, trolleys must be fitted with air tyres. 
  • For security reasons the front doors must be closed.    Do not leave the door unlatched and 
unattended at any time.
  • Packing materials are not to be left in common or public areas  at any time & all rubbish must be disposed of responsibly (see Rubbish & Recycling below) 

Rubbish & Recycling

  • Rubbish Chutes are provided on each level & are for normal household waste only. 
  • Recycling must be placed in the green & yellow bins located in the car park.
  • Recycling MUST be placed loose in the bin- please do not put in plastic bags.
  • Flatten all cardboard boxes.
  • Other small rubbish items may be placed in the “rubbish rooms” however this area should be 
kept clean and tidy at all times. Do not just dump any rubbish and leave it in an untidy state.
  • Hard  rubbish  must  not to be disposed of within the building premises  OR IN THE SURROUNDING STREETS AND VICINITY-  this includes extra rubbish, packaging,  & furniture  resulting from moving in/out. The City of Melbourne provide a free collection of hard rubbish.
  • Any costs incurred by the Owners Corporation for rubbish removal or unscheduled cleaning needed in the common area following a resident's or private trade person’s activity, will be passed on to the respective owner for payment. 
  • Do not store loose items of any description in your car space.

Noise Restrictions

  • All  residents  have a duty of care to ensure  the  quite enjoyment and  comfort of fellow  residents  & guests in the building- therefore STRICT NOISE RESTRICTIONS are in place after 11pm.
  • Residents should be aware that sound travels  through walls and doorways,  out of windows  &  can echo through the areas. 
  • Noise can come from a range of residential activities such as playing music  (especially with sub woofers), television  systems, parties & entertaining friends, conducting renovations, and also from pets. 
  • IT IS YOUR RESPONSIBILITY TO BE AWARE OF AND COURTEOUS OF YOUR NEIGHBOURS. 

Complaints lodged are able to  be followed through processes and can result in action being taken through the Courts.

Security

  • The doors at the main entrance must not be held open at any time.
  • For security purposes please ensure you lock all doors & windows when leaving your apartment.
  • For your security, keep your front door closed.
  • Please beware of strangers following through the entry doors and car park Tilt A Door
  • For apartment door keys  that  are  on a “restricted” key system  (Wills Tower only).    Additional keys can be ordered through the Facility Manager.
And  Security  swipe tags can be ordered, at a cost,  through the Building Manager after requested through Dixon Kestles (as above).
  • The number of swipe tags/keys for the apartments and remote controls for the car park are restricted to:
-Two keys for each one bedroom apartment
-Three keys for each two bedroom apartment
-Four keys for each three bedroom apartment
(exemption can be applied when a family member resides at the apartment)
-One car park remote is to be issued per car park space.
Please be aware of strangers following through the entry doors and car park garage door.

Modifications to Apartments

  • Members are not permitted to make modifications to walls such as creating additional rooms without reference to the Owners Corporation Committee and permission obtained with all the appropriate Council and building authority approvals that may be required obtained.

Smoking

  • It is an offence to smoke in the fire escape &/or on the common property areas.
  • Please do not throw cigarette butts out your window-  this is not only inconsiderate, but is also an extreme fire hazard and offence.

Recreation Facilities

  • The swimming pool, sauna & gym facilities are located on the basement level of Wills Court & are for the enjoyment of all residents.
  • Access is available either via the Wills Court foyer or through the car park lift using your swipe tag (small black one). 
  • Please  make sure you familiarize yourself with the rules and signage in these areas.    They have been implemented to ensure the continued safety & high standards of the facilities.
  • Towels must be used by all persons in the gym and equipment wiped down on completion of use.
  • There is a NO PARTY policy in the Recreational areas.    Residents are welcome to use the facilities but not to host parties.
  • No glass is to be taken into the Recreational Area. 
  • Alcohol is banned
  • You must vacate the Pool and Gym area by 11.00pm

Cooking and Exhaust Systems

  • Please be aware that cooking smells can and do enter the hallways.  Make sure to use exhaust fans in your apartments when cooking and also consider opening the outside doors or windows to move the air through. 

Hallway Presentation

  • Door mats and decoration of individual apartment’s doors is not permitted. 
  • Mats can present a trip hazard for those using the hallways and can be unsightly.    Should there be an injury you would be responsible for the ensuing legal action that could result.
If you need a mat please ensure it is placed within your apartment.
  • Decoration and bunting around apartment doors is not permitted.   This is deemed to be a change to the presentation of the common property.
